[TN-Bird] Kyler Wildlife Refuge, Blount Co.

Tn-birders,
I may be wrong, but I thought all the refugees were closed until Feb. 15th
or March 1st. Am I Wrong? Please someone let me know. I keep seeing reports
of Marsh wardens "calling from the levee", which to me means people are
inside the refuge when it is supposed to be closed.
