When I lived in Larimer County, Colorado, you had to buy an annual parking permit to use all the county parks and natural areas. The price was quite reasonable ($20 for the year, I think) and they were available at many outlets. If you hiked or rode your bicycle there you got away without having to pay! Something similar for the WMAs, SNAs, State Forests, etc. might be in order; maybe you'd get one free with your hunting or fishing license or you could buy it stand-alone for a reduced fee? I'm sure the good folks at TWRA have been pondering the possibilities.
