After a second look I agree my initial view and call of Stilt Sandpiper was 
wrong.  The photo hides their bills enough, at least to me, to not really see 
if any curvature.   
Good points on the type of water the two Dowitchers are usually found in.  It 
is definitely not a Willet.  I can't make out bill length to determine if short 
or long.  

I think I will comment more on breeding plumage birds - ha!
