I've had this same thing happen. In fact I grow zinnias where I can observe
the goldfinches who come regularly for snacks. However, I have always
assumed that they were really after the immature seeds at the flower petal's
terminal. They also help themselves to the seeds on my coneflowers! I do not
cut any of my perennials back until very early spring - this gives the birds
a chance to polish off all the remaining seeds during the winter months.

I have a flowerbed in front of the house with zinnias.  I noticed this week
that several had their petals missing, with only the center remaining and no
leaf damage.  I thought perhaps some type of grasshopper or caterpillar
found the petals particularly tasty,  I was surprised yesterday to observe
the guilty culprit in action- a male goldfinch.  He clung to the stem and
ate several petals over perhaps a 10 minute period as I observed.
