Fellow Tennessee Birders,
In April, 2008, the Tennessee Ornithological Society (TOS) adopted support of
reauthorization of
The Neotropical Migratory Bird Conservation Act (NMBCA), H.R. 5756. The
American Bird Conservancy is recommending below that all interested persons
e-mail their respective Congressional representatives and recommend sponsorship
and support of H.R. 5756. Note that you can easily do this through the
www.actforsongbirds.org action site. Melinda Welton, TOS Conservation Policy
Co-Chair, has taken time from her trip to Alaska, to ask that I provide you
with this important recommendation. More information from April 17 and July 25
is provided below and in the cited links.

Thanks.

Bob Hatcher, Co-Chair

TOS Conservation Policy Committee, and

Retired TWRA Nongame and Endangered Wildlife Coordinator (1978 - 2001)

Act for Songbirds!
Support Reauthorization of the Neotropical Migratory Bird Conservation Act
Representatives Ron Kind (D-WI) and Wayne Gilchrest (R-MD) introduced bill H.R.
5756 to reauthorize the Neotropical Migratory Bird Conservation Act (NMBCA).
American Bird Conservancy (ABC) has therefore initiated a coalition of Bird
Conservation Alliance (BCA) member organizations including National Audubon
Society, Defenders of Wildlife and Joint Venture Management Boards that will
work together for the reauthorization of the NMBCA under the campaign, Act for
Songbirds!. Additionally, the coalition will work to secure future full
appropriations for the Act.

NMBCA is one of the most important pieces of legislation for the funding of
migratory bird conservation. It provides millions of dollars in matching,
competitive grants for monitoring, habitat restoration, education, and other
projects in the United States, Canada, Latin America, and the Caribbean.

NMBCA originally passed with an authorization of $5 million per year and began
supporting projects in 2002. Its first appropriation was for $3 million ($2
million short of the authorized amount). Since then, funding for the program
has been increased up to $4.5 million each fiscal year. In 2006, Congress
reauthorized the Act and increased its authorized funding from $5 million to
$6.5 million, to be phased in over the next five years. Approximately 500 of
the nearly 800 bird species in the United States are migratory birds.
Hemisphere-wide habitat loss due to deforestation and development, as well as
human created hazards, threaten the survival of these neotropical migrants.
Conservation efforts are crucial, and the Act is a vital source of funding to
sustain them.

Under the new reauthorization bill introduced by Kind and Gilchrest, the
authorized funding would increase to $20 million by 2015! We need your
organization's support to ensure that this bill passes. Help us pass H.R. 5756
and reauthorize the Neotropical Migratory Bird Conservation Act. Your
organization can be an important part of the Act for Songbirds! campaign, and
help the reauthorization effort by pledging its support today. Click here

More materials and information including PowerPoint Presentations, newsletter
articles, fact sheets and much more will be available to help your organization
support this issue. Please donâ??t hesitate to contact me with any questions.

    Dear BCA members,

The following representatives have signed onto to the NMBCA reauthorization
H.R. 5756. If your organization is in their district, please take a minute to
call or e-mail their offices and thank them for their support. If you donâ??t
see your representative listed below â?? be sure to send them a note asking for
their support. You can easily do this through the www.actforsongbirds.org
action site. Please ask your members to also visit the Act for Songbirds action
site and send their e-mail!

Defenders of Wildlife, National Audubon Society, Seattle Audubon, Songbirds
of Northern Indiana, and the Boreal Songbird Initiative have all placed
information on their websites about the Act for Songbirds Campaign.

For this campaign, American Bird Conservancy is offering the content and
functionality of its Act for Songbirds action webpage to all BCA members for
their own websites to encourage your own members to take action. You can easily
set up your own webpage so your members can take action - please let Alicia
know if you want to set this up. It is easy!

Letâ??s make sure representatives from across the nation hear from the bird
clubs and organizations. We need to be loud and clear that we want more funding
for bird conservation efforts. The NMBCA has a proven track record of success
(be sure to take a minute to look at the Act Report at
http://www.abcbirds.org/newsandreports/act_songbirds.pdf ) and needs more
funding! Please take a minute to look at some of the materials you can use to
help support this campaign - http://www.birdconservationalliance.org/campaigns/

We need your organization and all its members to Act for Songbirds!

Support Reauthorization of the Neotropical Migratory Bird Conservation Act

The Neotropical Migratory Bird Conservation Act (NMBCA) of 2000,
established a matching grants program that supports bird conservation in the
US, Canada, Latin America, and the Caribbean. These projects promote and foster
the long- term conservation of neotropical migratory birds and their habitats.
However, each year, grant requests far exceed the program's available funding.

NMBCA has a proven record of making a difference for neotropical migratory
birds, and the reauthorization and appropriated funding should be significantly
increased. H.R. 5756, introduced by Reps Kind (D-WI) and Gilchrest (R- MD) will
reauthorize NMBCA at $20 million.
