[THIN] web interface 2.0 password expired not working

I just installed web interface 2.0
A new user gets the error "The specified password is no longer valied. You
must change your password at next logon". In user manager "change password
at next logon" is checked. In nufse.conf "AllowUserPasswordChange=Always".
How do we get the user to changer there password the first time they logon?
If an existing user is loged in, it is posible for the user to change
password.
I use 2 farms metaframe 1.8 and metaframe XP FR2, but they are in the same
NT 4.0 domain
