Are you launching as admin in /install mode?

If I launch it as admin it runs much longer and the event log entry is event id 
11728, configuration completed successfully. Exit the app, relaunch, it does it 
again for admin as well.

installer pops up for a few seconds before visio opens. close and relaunch, 
does it again. I found one article for an older version that mentioned missing 
language values in the registry, but they're there.
