Do you recall if you logged in via a console RDP session and then logged off
before the hangs occurred?  There's a bug with the way W2k3 TS's reboot when
logged off RDP console sessions exist.  The work-around is to disconnect
instead.  There's a couple of articles on this that pertain to shutdown.exe
(821287, 834100), but I've found that it happens with TSSHUTDN too.  The
patches helped some, but have not cured the problem for me.

When using tsshutdn works for the most part but has hung in the past and
lately has once again. Is there a recommended utility or procedure/batch
file set which can ensure the process of shutdown/restart does not get hung
up? Thanks.
