Don't know of anything that already exists. The problem is probably due to processes that can't be stopped. You could try different shutdown program that contains a switch to force processes to end without saving data. Yes, that's as nasty as it sounds. Maybe your script could run tsshutdn, sleep a few minutes, then run the nasty shutdown. If tsshutdn succeeds, the nasty one won't run.
