Add it to the Desktop Settings in Personalization

But you can also empty out all the "StubPath" values in the HKLM Active
Setup keys (on the Terminal Server)
That stops the "Personalized Settings" stuff from the profile as well

On a x64 server you need to check these keys (and subkeys):
- HKLM\SOFTWARE\Wow6432Node\Microsoft\Active Setup\Installed Components
- HKLM\SOFTWARE\Microsoft\Active Setup\Installed Components
