Just add the commands to the top of the USRLOGON.CMD file in your
System32 folder. This cmd file runs for all users. It's called from
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows
NT\CurrentVersion\Winlogon\AppSetup.=20
