[THIN] repost: limit access to applications via time frame

Hoping to get more coverage on a weekday post here.
Would like to be able to limit access to published applications based on a
time frame throughout the day. I realize this could be done with Load
Manager, but upgrading XPa/XPe will cost a decent amount of money. ($2500)
So if anyone knows of a lower cost solutions, let me know.
