I had this issue as well and found out from this list that it will not work in 
the 2003 TS environment. The solution we came up with was to use the Adobe 
reader for incoming documents, and use the Microsoft office document image 
writer for creating universally readable documents. The writer creates .tif 
files.

Win2PDF is better.  Much more reliable.
