Try implementing the registry change suggested in Q260151. Although not directly your problem I have found this to be the cause of several JPEG related issues. Also have you any policies to disable browser cache. I saw a similar problem which wouldn't let attachments open in Outlook, caused by the fact that attachments are saved temporarily into the browser cache.
