Well if you are saying you can craft new adm's to push against 2000
machines, who would want to do that?  MSFT has built new superior tools to
manage machines, locally and doamin wide.  

Use the tools provided.

This is not true.  You can use Poledit to create and use NT 4.0 style
policies.  You also do not need the policy to hosted on a domain,  you can
select manual update and choose path/filename of the custom .pol file.

It's not preferable to GPOs as GPO settings are set back to default once the
policy is disabled/removed.
