However we installed the app from the console.  We are also running
2.00.xxxx.xx .  I'm completely lost on this one.

I kept getting this for a Sage product on one of our boxes - went away when=
 it was installed through the console, not a session. Another thing to chec=
k would be if you have MSI 2.0 or 1.something as you may need to update (ag=
ain, only updatable on the console!)

Error:  The Windows Installer Service could not be accessed.
This can occur if you are running Windows in safe
Mode, or if the Windows Installer is not correctly
