Xcacls.exe from Reskit.  Can view and change any file/folder permission you
need.

maybe setowner.exe will work for you. It is a command line tool that sets
the owner of a file.

And for any command that requires a Y usually all you need do is type the
following before the command and it will automatically answer yes:

echo y | command.exe

(the line is the pipe command above the \ key.)
