What are the metrics set at? Are the Apps published for both servers?

Hi list,
I got 2 servers in load balancing running the sames apps.
I got 27 users on box1 and 9 users on box2.???
I verify the load balancing setting and it's fine. all the same parameters.
my published apps are fine... a checked. I verify the process and it's fine
regarding the number of users per box. there is no rogues process either
Windows 2k with all the same patches. my nics are have the same setting too
now why is there a so big difference between these box?
when I open my published apps I always it the box 1?
Am i missing something?
