In my case, there are no processor or memory bottlenecks.  In fact, the
servers scream except for the 2-4 second pauses that happen about once an
hour.  I have eight servers with the issue all on local subnets.

I take it all of the servers are on the same local area network from where 
your users are logging in from?  It may sound silly, but what kind of ping 
times do you get from your workstation to the server?  If its on the local 
network, I cant see network latency being a big issue unless the network 
itself is congested.  Have you checked to make sure the processor and/or 
memory arent bottlenecks?
