We needed to do basically the same thing. We created a PRF file in the root of each server and then we created a published application called OUTLOOK 2003 SETUP that runs this "K:\Program Files\Microsoft Office\OFFICE11\OUTLOOK.EXE" /importprf k:\outlook.prf. Try running through the office 2003 install customization wizard (available with the office 2003 resource kit) to create a new *.prf file with the settings that you want defined in your outlook clients, and then place that file in location you defined in your script.
