When you say DNS seems to look OK, have you looked at the underscore
zones, and do they all seem to have the correct site SRV records?

Also, have you ensured that your site / client subnets are included in
your AD sites and services configuration?

The other site you mention - does that have DC(s) - if so, it's good to
have at least one running with the GC, too.

If DNS is OK - and you can be sure of that - netdiag is normally a good
indicator, then check your sites and services config, and ensure you've
catered correctly for the sites and subnets contained.
