[THIN] default language

Hi list,
I have many diferents users Spanish, English and Japanase...in our farm
Xp, FR2, SP2.
in W2k server with AD. Operating Systems are in English.
Using a GPO I permit the change of regional options, but users in Jap.
set as their default language japan.and so on...
but it doesn't fix in their profiles.
Next time user log in, have to change it again...
any suggestions?
