I killed this by removing ACL rights for users to the file.. Works great.

This appears when languages user interface packs installed.. say if we have
engish, danish, japanese languages of OFFICE installed, when users changes
to there language, it appears.

outlook. This may not be the answer to your problem but how we've handled it
is that only admins have perms on that file. This way the only occurrences
of the ctfmon are from admins, no one else has the perms to run it

to be one of those processes that keeps popping up and never dies. And it's
