Can you use CHANGE USER /INSTALL at the command prompt?

I cannot add/remove programs on either citrix server that I am
running.
In both cases, I am logged in as administrator, did not change system
policies for administrator, and nothing happens when I double click
add/remove programs. Any ideas????
