[THIN] client license will expire in N days

Before, when our network was NT4.0, I could go into the CITRIX server and
choose Start/Programs/Administrative Tools/Terminal Services Licensing, and
it would show the licenses by the server, which ones were activated, etc.
Now since we have upgraded to a W2K domain, it doesn't show the CITRIX
server as being a license server; instead it shows a domain controller. Now
we are running into a problem of people's licenses expiring...
Should I make the CITRIX server a domain controller? If I do, what else
needs to be done to get all those licenses back? If I don't, what needs to
be done to enable this CITRIX server to dole out licenses? Thanks,
