How about psexec.exe included with pstools at http://www.sysinternals.com.
You can run commands on a remote machine without having to install anything
on the remote machine.

look for "Remote Service Restart" but I a can't seem to find a command =
line switch for Change Logon to disable a server remotely, only for the =
local server. Does anyone else have any ideas on this?
