Heres a solution that I have been using for quite awhile and havent had any
issues.

Configure a .rdp file to connect to the thin client server, choosing to save
password. Save it in System32.
Edit HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows
NT\CurrentVersion\Winlogon:
        Add DefaultPassword as string and set the value to password of local
admin on the PC.
      Modify DefaultUsername to Administrator (local admin on PC)
      Modify AutoAdminLogon to 1
      Modify userinit key to call system32\userinit.bat instead of
userinit.exe

Create a .bat called userinit.bat.
   Edit that .bat to call ther .rdp file you created and saved to system32.

Now when the box boots up it automatically logs onto the local box under the
admin profile(another account can certainly be used)
Then rather than booting to explorer.exe as userinit.exe does, the .bat
file(userinit.bat) is called instead and the connection is made to the
terminal server defined in your .rdp file and automatically logs the user
in. Additionally, you can configure you .rdp file to launch a single program
upon connection to the terminal server so the user can only run the intended
application.
NOTE: You will need to modify you RDP properties on the terminal server (if
not already set) to not always propmt for a password. Otherwise the
connection to the TS will still prompt for a password even though you've
configured it in your .rdp file.

This works very well for data collection systems where the end user only
runs the DC app.

Additionally I have added sleep.exe and shutdown.exe to my system 32
directory on each client. I use sleep to pause x seconds before calling the
.rdp file. This permits a pause while the hardware continues to initialize.
Then shutdown.exe is called from within userinit.bat to init shutdown after
the user closes the .rdp connection.

I got both sleep.exe and shutdown.exe from the web but dont recall exactly
where.

Is this possible for a PC that is running Windows 2000 Pro?

1. User turns the PC on
2. PC boots into Windows 2000
3. User is automatically logged in (user does NOT have to do this =
themselves)
4. User is prompted with the logon box for terminal services

In other words, can the PC's desktop of Windows 2000 Pro be completely =
bypassed and a user FORCED to log on to terminal services?

I would think this would be possible with group policy settings by =
forcing logins and programs to be run at startup... ?
