Assuming you are on Windows 2000, yes. But there is no GUI way to do it. You have to script it or use registry editor. Associations are store in HKCR which is the merge of HKLM\SOFTWARE\Classes and HKCU\Software\Classes. If there is an entry in both, the entry in HKCU\Sofware\Classes is used.
