I think you are on to something.

If I go to the Server - RDP-Tcp Properties
                Client Settings tab
                                Disable the following
                                                Greyed out and checked  is LPT 
port mapping and Windows printer mapping

How would I be able to go enable these two?

let's back up a couple steps.

check the terminal services properties to make sure all connections listed 
allow creation of client printers.  check for any local or group policies that 
may be denying creation of printers.

check by logging in with RDP and see if your printers appear.  any problems 
should be in the event log.  if not, check your print server properties and 
make sure you have the appropriate boxes checked.

Once you have the vanilla terminal services working, tear into what Citrix may 
or may not be doing via it's policies and settings.

I don't think it is mapping any printers, I don't think my policy is even 
taking effect.



I set it to map all client printers and to only use the Universal Print Driver 
if the regular driver is available and still the only driver that will come up 
is XPS unless I add on at session time.

How about removing the Use UPD only and allow it to map the windows drivers.  
In essence, make sure that printer mappings are working at all.

If I bring up Notepad and I select print, it has the XPS printer as my default. 
 It also gives me the option to install a printer (Which I don't want to 
provide to my users).  If I choose "Add Printer" it will install the printer I 
choose and if I log out and log back in, the printer now appears along with the 
XPS printer.  Neither of these printers are my default printer.



It just doesn't seem like any of the policies are being applied.  It all seems 
to be reliant upon the user profile and nothing is coming from the settings for 
the Universal Print Driver.

Are there any events in the event viewer?



Once the Policies are setup, the UPD works great.  You should only need to 
install the driver to those printers that don't work well with the UPD.



Install mode is neither needed nor required for installation of printer drivers.

I have imported the drivers from my print server and the default ones for my 
test user exists on this server.  If I go into the Presentation Server Console 
the drivers show up for the printer.  So I don't see why it won't map.  I 
didn't put the server into install mode for any of the printer driver installs. 
 Is this required.



The policy is applied to domain users.  Is there anything misconfigured in the 
policy itself?



What is the Citrix Control Panel -or- is that the Presentation Server Console

Install the printer drivers on your servers.  Do a change user /install and 
install the drivers of the printers you want.  Then do a change user /execute 
from the command prompt after the installation.  Once the printer is installed 
delete the printer from the printers control panel.  The drivers will then be 
available on the server and should load the printer for the user.  You can then 
use the citrix control panel to migrate the printer drivers to other servers if 
you have a lot of them.

               Do not automatically install drivers
       Universal driver
               Use universal driver only
  Session printers - Enabled
       No printers defined
       Choose client's default printer: = Set default printer to the client's 
main printer


I have tried to get XPS working

Talks about XPS but this option isn't even available in the registry and I 
tried installing via
