[THIN] XPs licenses installed and activated but says it isn't

We just built two (with a third in process) new W2K servers and put
MetaFrame XPs on them. The licenses were migration packs so we could
upgrade some of our MF1.8 license. The new licenses were auto
activated and I manually acitved the converted 1.8 licenses. In CMC
they show as all activated but we keep getting the message "Warning!
The following Citrix product is installed but has no licenses:
MetaFrame XP 1.0 for Windows, Feature Release 3. Citrix products will
not function until licenses are installed." What are we missing or
doing wrong?
