[THIN] XP Load Balancing server vs. application

Hello!
What's the difference between assigning load balancing evaluators to
*servers* and assigning them to *applications*?
We publish full desktops (and some applications) hosted on a 4 server XPa
farm. Each *server* has the "Advanced" evaluator assigned, and load
balancing seems to work independently of which evaluator I assign to the
*application* (even "none" will work).
In CMC I have to assign an evaluator to each server (ther's no "none"
setting here), but I don't have to assign an evaluator to applications.
Does anyone know how load balancing with XPa really works? (qfarm /app
<appname> shows two columns "application load" and "server load". Which
figures decide which server will be used for an application?)
Our environment:
Windows 2000 SP3
Metaframe XPa SP3
