[THIN] XP FR1 license

I have XP FR1 installed and the license activated. But when I login to an XP
server after telling the CMC that that server is at FR1, I get an error
message that the licenses are not installed and will not be functionable.
But the license is installed as far as I can tell. Has anyone seen this
before?
