[THIN] Winlogon.exe

We ar having problems with winlogon.exe. Each session takes about 10-14% of the
processor and never gives a logon screen. Any ideas on this one? We can only
get a few people logged in at a time because of this. We are running NT
Terminals Server SP6 with Metaframe 1.8 SP3.
