If you go to: 

HKLM\software\Microsoft\Windows\CurrentVersion\uninstall - on the server
with this issue. Do you see any reg keys under this dir?

Everything under Add/remove get's it's uninstall info from this reg
path. If you still have the regkeys in place you can generally find the
app you want to remove in the list and manually start off the MSI
uninstallation string to remove it.

Dunno about how to get your list back in Add/remove though.

This is more of a Windows issue but I was hoping someone has a solution.
I have a Windows 2000 SP2 server and when I go into Control Panel,
Add/Remove programs, I don't see any entries except this:

"There are no programs installed on this computer"

Has anyone seen this and how do I fix it please. Thank you.
