Automatic update has to be set to automatic, not manual and the BITS service
cannot be disabled.

I ran into a problem with running the Windows updates on Citrix Servers.
The fix for us was installing the BITS 2.0 and WinHTTP5.1 update from
Micrsoft. See if this helps.
