You could also try using Software Restriction Policies.  It's not the
easiest thing in the world to work with but it does work.  As Tim said
though, there is always ways around whatever you do.  It's our job to
make it difficult.  :)

And as a follow-up to my own post...

Removing the windows installer only prevents applications from being
"officially installed".  That is, if the app was built and is delivered
via an msi based package.  It is possible (in some cases) for a user
with sufficient privileges to add files and registry settings to get an
application to run without an "official installation".  An obvious
example would be a simple exe that doesn't need an installer, but it is
even possible (although very hard) for a complex package like Office.

Stopping the service is not sufficient in all cases.  You need to remove
the windows installer service from the windows services manager.  I have
seen installers that will start the service for themselves if it isn't
running.

I am runnning Windows 2003 /TS and MPS 3.0. I am working on a locked
down desktop via GPO's and according to the MS document it sugests that
you disable the Windows Installer server. I am assuming by doing this
would not allow Installation Manager to function?  Can someone conform
this?
