Do the users have home dirs. If so it is getting created in there.

I have a client that is creating some user profiles on a 2000 Terminal
server - the Windows folder is not being created inside c:\documents and
settings\user\. They are installing an application that requires a
custom ini file for each user in the Windows folder. Manually creating
the Windows folder and putting the file in it does not work. Any
suggestions?
