Yes, however, it won't change any of the profiles that were already created.  
If you want to do that you may have to copy the profile mentioned below into 
the "All Users" profile.  But I have never done this.

  You will need to change the default profile on the server. To do this, create 
a local user, configure the user environment to your liking. Log off, log on as 
a local administrator, and replace the contents of the default profile with the 
previously configured one.
