also

the 2003 terminal services licencing server must be a 2003 server. it does not 
have to be a DC , there is a vbs file from MS to hardcode this to a member 
server

if you are going to use ie. make sure you set IE security on the TS box using 
the TS admin console as 2003 locks IE down to next to nothing.

unnattended.txt can be tweaked to turn on app mode TS and other new stuff

Not sure whether this counts or not as youre in a 2000 domain, but 2003 TS will 
only accept admins by default (or maybe even if that?) i believe - you need to 
check the Remote Desktop Users group actually has users in. Another thing to 
check is the license server (2000 license servers can do 2000 only, not 2003), 
but if thats not working, i think you get a different message
