I have been running R2 on terminal servers, just not the ones with Citrix.
It has proved stable in that environment.  

There are some interesting things in R2, although not anything that most
TS/Citrix installations will care about just now.  For example, if you are
using DFS/FRS there are some very good improvements. I personally think ADFS
and ADAM are cool, but you are not going to make use of those yet. I do
believe that there are generic stability fixes in R2 that help.  The
stability of 2003 is so much better than 2000 was that we sometimes loose
sight of the fact that it still has issues.  For example, why does LSAS eat
up so much CPU for occasional spurts of 5 seconds or more?  It still does
that under R2, but I have seen less of that on R2.  Also note that there are
some security changes in R2 that break a couple of odd applications that got
away with things in the past, so you really need to test everything.

R2 comes on two CD's. 1st CD is Windows 2003 SP1, 2nd CD is the R2
features/components. As you said, the setup installs the
features/components, but doesn't enable them by default. But I don't
understand what value the R2 features add to a terminal server deployment.
In other words, why would you install CD2 on a terminal server?

Windows 2003 R2 comes with .NET Framework 2.0 but it isn't installed by
default. You have to select it in the Windows Components. I have two
Windows 2003 R2 servers with PS4 and they have had no issues.
