I think I can speculate.

If the constraint to the number of concurrent users that you can support
is the registry size limitation in Windows NT or Windows 2000, then
Microsoft has fixed it in Windows 2003 so that the registry size limit
is no longer the constraint. Specifically, they have changed it so that
the registry lives in user memory now instead of system memory which
means that it can grow without bumping into the constraints that it
bumped into when it was part of the system memory.

I was at an MS technical seminar/gimme 1 piece of swag and a ton of junk
sessions yesterday and they claim Terminal Services in Windows 2003 will
support 70% more sessions.  Anyone believe that or seen it that can
comment outside NDA (or anonymously post, <g>) about that claim?
