Is this MPS 3.0? Make sure you put the proper groups in the Remote desktop user group. Also, I have seen this when the MPS 3.0 license server is not setup correctly. Look in your license manager console. I had this happen when we did not download and setup the Citrix license server correctly. It looks like a Terminal Server licensing issue but is actually a Citrix license problem!
