Copy the resource kit tool lsview to the server and run it. Make sure that it returns a server(s), and then verify that the server(s) it returns does have valid licenses. Also, make sure your licenses and your terminal server configuration are the same. In other words, if your licenses are per user, make sure terminal services is configured as per user; if your licenses are per device, make sure terminal services are configured for per device.
