You would have to create a custom ICA client package that contained the file 
with the entry you want, or just create a small startup script on your network 
that make the change.  As far as I know those methods would be the least amount 
of work.

We use Web Interface and the Web Client to access apps on our XP FR3 Farm.
Does the webica.ini file get installed as part of the client installations
and how can ensure that the webica.ini on every workstation get the
GlobalSecurityAccess=405 entry?
