In that case, I'd ask them some basic on IIS2: How to create websites, virtual directories, manage directory security, install/update SSL certificates, secure IIS, performance manage IIS, how to manage the logfiles. All basic stuff I'm sure you know the answers to already ISA: How to publish a website, monitor and tweak the cache settings, setup SSL tunnelling and SSL bridging, setup content downloads, exclude websites from being cached, etc. If your development aspecet of websites isn't overly advanced, any decent IT person can pick up enough HTML to maintain a basic website.
