In that case, I'd ask them some basic on IIS2:  How to create websites, virtual 
directories, manage directory security, install/update SSL certificates, secure 
IIS, performance manage IIS, how to manage the logfiles. All basic stuff I'm 
sure you know the answers to already

ISA: How to publish a website, monitor and tweak the cache settings, setup SSL 
tunnelling and SSL bridging, setup content downloads, exclude websites from 
being cached, etc. 
 
If your development aspecet of websites isn't overly advanced, any decent IT 
person can pick up enough HTML to maintain a basic website.  Only if it's heavy 
in more advanced things like ASP/ASP.NET/Jscript, etc, would asking them a ton 
of development questions be useful IMO.

It's primarily a technical role. I'm after an experienced IT engineer that has 
web management skills.

        Are you looking for a developer or an admin, or both?  Because I 
wouldn't let a web developer admin an ISA box, especially if its in integrated 
mode and publishing more then web sites.  That could really effect your 
business if they really don't know what they are doing.

        More important Questions you should think about than just buzzwords:
         
        Tell me about your technical skills.
        What kind of work environment are you looking for? 
        If I were to ask your current co-workers about you, what would they 
say? 
        What did you find most and least attractive about your last work 
situation? 
        How would you handle this situation (fill in an appropriate scenario 
for the job)?
        What motivates you to put forth your best effort?" 
        What changes or improvements did you try to make in a previous job?
        As you know, we'll be checking references before we make an offer to a 
candidate. With that in mind, is there anything else you'd like to tell me
