[THIN] Virtual Memory Optimization

We have several apps published from one server for testing. When we run the
Virtual Memory Optimization report for that server nothing has been optimized.
The services all appear to be running and everything is configured properly.
Any ideas why the optimization would not be working? Its on 2k3 servers with
