Admittedly, there were only 8 users max, but there were two printers and a server also on their side. I never really looked into it properly, but the VPN/ADSL unit was always displaying <= 25% usage on its LED's One thing to be careful of is the ISP you choose - we chose a well known one we also use for a general line, and had no end of trouble with it, with them blaming the telco. Admittedly it did settle down after a month or two, but thats a long time to wait! Look into their support/service status pages before you sign up!
