I ran into this problem... ACT is painful over Citrix. But, I unfortunately
do not remember or have a record of what I needed to change to get it to
work.
I do remember that I used sysinternals Filemon & Regmon to solve it!

W2000 SP3 TSE/Citrix
Works fine as administrator, or as Power User.
Must a file/registry permission.
But was unable to find it (yet) with ntfilmon/ntregmon.
Does anyone know which file/reg permission it is ?
