I was getting the messages from the Management console about 30 seconds after I attempted to delete an app. There were also errors in the event log on the server that I had attempted to recreatlhc on. Fixed the problem. Turns out that the Database log file on the SQL server was full. Once that problem was rectified we could delete/modify apps again. The DBA will hopefully take better care of his servers in the future.
