You're asking two different questions here.
There's WAN emulators you can use. I use WANem: http://wanem.sourceforge.net/
You can create an appliance. Just Google and you'll find plenty of info.
Examples of great commercial tools for simulating sessions...
- Login VSI
- Goliath Logon Simulator
What's your bandwidth and latency? How many users are you expecting to host in
the remote location(s)? Are they just using Citrix, or will they be using apps
outside of Citrix? Do you have QoS policies?

I need to simulate a bad/busy WAN connection. Are there any free tools that
